The Philadelphia Housing Authority, also known as PHA, is the biggest landlord in Pennsylvania. PHA develops, acquires, leases and operates affordable housing for city residents with limited incomes.

TURN is a tenant service and advocacy organization that helps tenants:

  • Fight eviction
  • Address repair problems in their apartments
  • To start their own tenant unions
  • With housing discrimination claims
  • By providing access to additional services
  • Find subsidy and relocation services (only when referred by the City of Philadelphia)

  • Offers transitional housing programs
  • Provides permanent Supportive Housing units and annual housing vouchers for singles and families through a partnership with the Philadelphia Housing Authority
  • Financial assistance available to those who qualify

Our team is focused on offering quality services for all participants and ensuring extra preventive and precautionary measures based on guidance from the Centers for Disease Control and Prevention and the Philadelphia Department of Public Health. We are continuing to provide services remotely to young and expectant parents in the Philadelphia area while COVID-19 social distancing protocol is being observed. If you are a young parent between the ages of 16-29 and you need referrals or help finding items such as diaper and food assistance, SELPHI staff can work with you via phone calls, text messages or video calls to connect you with organizations that are offering these services.
